This non-accredited webinar recording addresses the ethical challenges providers of mental health services in CBOCs face in providing care to patients who use hate speech or engage in other inappropriate behavior. Learners will discover practical, ethical responses to these challenging behaviors.
At the end of this webinar, learners should be able to:
- Describe ethical underpinnings in providing care to patients who use hate speech or inappropriate comments.
- Describe several ways to react to inappropriate comments from patients or their family members.
- Identify VA & VHA policies that relate to situations in which patients or families make inappropriate comments.

About the Presenters
Dr. John Billig is Chief of IntegratedEthics®. Before joining the National Center for Ethics in Health Care, he was a Psychology Supervisor at the Minneapolis VA. Over the course of his career, Dr. Billig has served in a number of roles, including Co-Director of Psychology Training, Program Manager for Primary Care Mental Health Integration, and Chair of the VISN 23 Psychology Professional Standards Board. In his role as Health Care Ethicist and co-chair of the Minneapolis VA Ethics Consultation Service, he worked as a trainer, coach, and mentor to improve integrated ethics and the Ethics Consultation Service at the center and throughout VISN 23. Dr. Billig earned his PhD in Clinical Psychology from the University of Minnesota in 1993. He is board certified in clinical psychology from the American Board of Professional Psychology and was a VA/University of Chicago Ethics Fellow in 2011-2012. In his spare time, Dr. Billig and his dog Marlee, who are a registered therapy dog team, provide comfort and joy through visits to hospice patients.
Dr. Tom Mullin is a psychologist and assistant coordinator of the PTSD Clinic at the Salt Lake City VA Medical Center. He is also deeply involved in training and supervising psychology students from graduate to the postdoctoral level and is the co-director of the center’s Clinical Psychology Postdoctoral Fellowship. He is also a consultant for the Prolonged Exposure for PTSD initiative at the VA. Dr. Mullin has served at the State level with him being President of the Utah Psychology Association from 2015-2016.
